Were I to get a PAL Wii (I live in the UK) and ship in a copy of NTSC SSBB, would Project M work on that console?

Some googling found this. It's possible to play Project M on a PAL machine, but I believe you need to USB load. Follow the guide above (even though it's for 2.1), and it should work. I haven't tried this myself and I have little experience with PAL Wii hacking, but it seems like a popular guide.
