Ok, so technically any F-zero character getting in-game would be something of a dark horse, but even among those Pico is generally not the first who comes to mind, but our favorite space alien assassin turtle-esqe being does have a few things going for him
Having been around since the manual for the original F-zero(and his vehicle being in the game), the only game he didn't show up in was maximum velocity. He is also the original and most recurring in the series, and while not being as infamous as Black Shadow, he is a trained Assassin, and could bring a lot to the table, and legacy can be just as important as infamy.
Fact is, he has a good chance for any F-zero character, he's as likely Black Shadow really, and could make a really interesting character, while there is no guarantee, the early reveal of Captain Falcon would make it feel like a new F-zero rep would make for a great hidden unlockable character, and another playable villain
Also for anyone who says, he's not a good candidate because he's a turtle, and bowser's a turtle, Pico's from outer space, only similarity they share is that they both have a shell, that's not really an issue
Now while I like the character, I don't know enough to put together a full moves list, however I can list them below here. However I would imagine it being a mix of martial arts like falcon, however he would also have a mix of weapondry, as anyone who has played F-zero gx with him would know, for those that don't, well look no farther
