Peach's Nair - Bug or Feature?

Vidjo just noticed today that the low sourspot on Peach's nair does like 0 knockback. It does nothing even at 999%. He thinks it kind of makes her unplayable and I tend to agree. It was useful for starting tech chases before, did the PMBR at some point decide it was too good or something? Was this an intentional or unintentional change from Melee?
