Would migrating movesets from Project M to Brawl- cause any damage to the Wii or cause any glitches in the game?

Yes. Not only will it break your Wii, but it will catch fire, burn your house down, while sending hostile encrypted messages to the Russian embassy. Stalin will be awakened form his cryogenic sleep in a hidden Russian military base, and the Soviet union will rise again, launching nukes at North America and subjugating the entire world under the hammersickle.

On a more serious note, probasbly not, but it would certainly freeze your Wii.

Even when the movesets share a character? Like PM Lucas' moveset being transferred to B- Lucas.

Yes, many movesets utilise actual complex codes that would conflict with any other mods / vanilla Brawl. For example, the pokemon down B's would never work without it. In fact, what you could manage to port would be unbalanced, glitchy at best. You'd have to completely remake a lot of animations (like landing) as well. That is because Project M's moves are made with an entirely different engine in mind. Project M takes a lot more effort that it is given credit for I'm afraid. As a whole, you'd be better off just playing Project M how it was intended. It's very fun!
