So clearly what we do is spam the project m devs on twitter about adding pac man into the game. Then he gets added in of course, and we switch over to project m and become s tier.
Joking of course.

Project M devs have stated they will not use characters not present in any capacity in Brawl. Pac-Man wasn't present in Brawl in any way so so, he's not even eligible.
