If Luigi is in a higher numbered port than his opponent (i.e. if he has lower port priority than his opponent), in certain combinations of stage and opponent character Luigi's down-B (the Luigi Cyclone) begins the match with a charge. See this thread: http://smashboards.com/threads/luigis-down-b-starting-charged.292168/

I play the PAL version, and upon testing it myself, I discovered that the list given in the thread appeared to be wrong; in some of the matchups which the thread stated Luigi should receive a charge automatically, he didn't, and vice versa.

I tested the 6 tournament-legal stages. My results were:
Character|Battlefield|Dream Land 64| Final Destination| Fountain of Dreams|Pokémon Stadium|Yoshi's Story
Fox|○|○|X|X|X|X
Falco|X|X|○|X|X|○
Sheik|X|X|X|○|X|○
Marth|X|X|X|○|X|X
Jigglypuff|X|X|X|○|○|X
Peach|X|○|X|○|○|X
Captian Falcon|X|○|X|X|X|○
Ice Climbers|X|X|X|X|X|X
Doctor Mario|X|X|X|X|○|X
Pikachu|X|○|○|○|X|○
Samus|X|○|○|○|○|X
Ganondorf|○|X|○|X|○|X
Luigi|○|X|○|X|○|X
Mario|X|○|X|X|○|X
Young Link|X|X|X|X|X|X
Link|X|○|X|X|X|○
Donkey Kong|X|X|○|X|○|○
Yoshi|X|X|○|○|X|○
Zelda|○|X|X|○|X|○
Roy|○|○|X|○|X|X
Mewtwo|X|○|X|X|○|X
Mr. Game & Watch|X|○|○|X|X|X
Ness|X|X|X|X|○|○
Bowser|X|X|X|X|X|X
Pichu|○|X|X|X|X|○
Kirby|X|X|X|X|X|X
The same data in list format:
Fox---------------Battlefield, Dream Land 64
Falco-------------Final Destination, Yoshi's Story
Sheik-------------Fountain of Dreams, Yoshi's Story
Marth-------------Fountain of Dreams
Jigglypuff--------Fountain of Dreams, Pokémon Stadium
Peach-------------Dream Land 64, Fountain of Dreams, Pokémon Stadium
Captain Falcon----Dream Land 64, Yoshi's Story
Ice Climbers------[No stages]
Doctor Mario------Pokémon Stadium
Pikachu-----------Dream Land 64, Final Destination, Fountain of Dreams, Yoshi's Story
Samus-------------Dream Land 64, Final Destination, Fountain of Dreams, Pokémon Stadium
Ganondorf---------Battlefield, Final Destination, Pokémon Stadium
Luigi-------------Battlefield, Final Destination, Pokémon Stadium
Mario-------------Dream Land 64, Pokémon Stadium
Young Link--------[No stages]
Link--------------Dream Land 64, Yoshi's Story
Donkey Kong-------Final Destination, Pokémon Stadium, Yoshi's Story
Yoshi-------------Final Destination, Fountain of Dreams, Yoshi's Story
Zelda-------------Battlefield, Fountain of Dreams, Yoshi's Story
Roy---------------Battlefield, Dream Land 64, Fountain of Dreams
Mewtwo------------Dream Land 64, Pokémon Stadium
Mr. Game & Watch--Dream Land 64, Final Destination
Ness--------------Pokémon Stadium, Yoshi's Story
Bowser------------[No stages]
Pichu-------------Battlefield, Yoshi's Story
Kirby-------------[No stages]

After discovering this, I tested a few characters on the 1.02 NTSC version using Dolphin, and they showed that the list in the original thread appeared to be correct for that version.

I would appreciate if other people with the PAL version could verify my tests.

I found few differents data.

What I wrote in yellow is different from your results. I tried twice these one

I play the PAL version
I have tested with 4 stock and 8 minute. pause ON. Item is NONE
Luigi is port 2 and challenger is port 1
Sheik is always transformed at the begining (Press A)

Fox--------------No stages
Falco------------Final Destination, Yoshi's Story, + Pokémon Stadium
Sheik------------Fountain of Dreams, Yoshi's Story
Marth------------Fountain of Dreams
Jigglypuff-------Fountain of Dreams, Pokémon Stadium
Peach------------Dreamland 64, Fountain of Dreams, Pokémon Stadium
Captian Falcon---Dreamland 64, Yoshi's Story
Ice Climbers-----[No stages]

I was curious why you got different results and tested everything I could imagine.

The different results were caused by how you chose the stage. Example:
P1 Fox, P2 Luigi
If you go to the stage select screen and chose Battlefield or if you use the random button and get to BF it is charged.
BUT if you set stage selection in the Rules to RANDOM and you get to BF it is NOT charged.

That explains the results for Fox and Jiggs. However, Peach on DL64 was charged either way and Falco on PS wasn't charged either way. So I don't know what so say.

I tried it severall times, I hope i didn't go insane. Would be nice if anyone can confirm this.

Thats so crazy, I will never understand Melee lol

edit: Also if Luigi is in a lower numbered port it is ALWAYS charged on FoD, no matter which character and how you chose the stage. I'm dying here...

I tried the random trick : No changes for fox and falco.
I tried to pick random with start (no satge pre-selected) and with pressing the "RANDOM": No changes <---- I've just done few test with fox.
It didn't charge the tornado on FoD with the lower port. I tried with fox, falco, jiggly.

Btw, I saw that you and mawacate are teamate (I spoke sometimes with Mauricio by facebook). So see you at the ROF!

I just be sure to get a charge in regardless, you never know when the game uses one of yours up and you end up spinning like an idiot while you plunge to your death :p

Right, I tried again with various different circumstances (Luigi in a different port, different rules, different stages on the random list, etc.), and the charges were all the same as they were in my original list. Next time I go to a tournament I will try someone else's setup and see if there's any difference then, since I have no idea what's actually having an effect beyond some inexplicable difference between setups.

For reference my original settings were:
Luigi port 4, opponent port 1 (no other controllers plugged in)
4 stocks, 8 minute timer, pause on
All 6 tournament stages on the random list
Stage chosen manually with the controller in port 4

Thank you for helping with this. Hopefully we'll be able to figure it out eventually.
