Well, although I'm not totally sure if this is a bug, I'm pretty sure this feature wasn't in Melee: When you smash-throw an item upward in the air after your first jump, before the apex of the jump, and before any midair jump with L / R + A, you will actually move a fair distance upward (usually around twice the distance of an air-dodge), and it doesn't cost you a midair jump (There's a certain window of timing, but it's not too hard to figure out). It's actually a pretty neat glitch since it works with any item and with any character. If, for instance, you're playing as Jigglypuff and are throwing a fast-falling item such as a home-run bat, you can midair-pickup the bat again before you fall back down to your original throwing point, creating an infinite vertical height opportunity.
Normally this type of glitch isn't all that big of a deal, since items are usually turned off in professional matches, but certain characters, such as Peach, are able to spawn items at will. Going along with the Peach-turnip example, using this glitch drastically increases her vertical recovery and could have an impact on tournament play.
