as a zelda nut i support many zelda characters and Ravio strikes me as someone who could work

at this point it probably to late but you never know

reasons for inclusion(spoilers for a link between worlds)

the main reason is because he is Link's lorulian counterpart
you never know we may see more of lorule and ravio


moveset ideas

mine

as the character you acquire most of your arsenal from he has a lot of items he can use (work in progress)
B: Ice Rod, drops a chuck of ice in front of him
B side: fire rod, send burst of fire straight ahead
B up: tornado rod, flys upwards damaging enemies with wind
B down: hammer, slams the ground in front of him

side smash: swings his money sack
up smash: close range blast from fire rod overhead
down smash: close range blast from fire rod

strong side: swings fire and ice rods in a pincer movement
strong up: swipe with ice rod over head
strong down: swipes the ground with ice rod

neutral air: sheerow circles him
forward air: swings fire rod forwards leaving trail of fire
back air: swings ice rod behind leaving tail of ice
up air: spins the tornado rod over head
down air: swipes the tornado rod downwards

dash: trps up dropping ruppes that damage characters
grab: hookshot

pummel: sheerow pecks grabbed character
forward throw: throws forward and strikes with boomerang
back throw: throws behind and strikes with one of many rods
up throw: throws up a shoots with arrow
down throw: drops to ground and hits with hammer

final smash: Sand Rod, Ravio use the sand rod to summon sand pillars all over the stage damaging foes and throwing them upwards

F-Tilt: Ravio creates a small sand dune in front of him using the Sand Rod.
U-Tilt: Ravio spins using the Tornado Rod.
D-Tilt: Using the Fire Rod, Ravio spins around, a ring of fire surrounding him.

Grab: Hookshot, like Link.
F-Throw: Ravio throws the opponent forward and shoots them with an arrow using his Bow.
B-Throw: Ravio throws the opponent behind him and tosses his Boomerang at them.
U-Throw: Ravio throws the opponent upward and spins into them with his Tornado Rod.
D-Throw: Ravio throws the opponent downward, steps on them to hold them in place, and whacks them with his Hammer.

Nair: Using the Tornado Rod, Ravio spins around, surrounding himself in a small whirlwind.
Fair: Ravio swings the Fire Rod forward, creating a small flame on the tip.
Bair: Ravio swings the Sand Rod backwards, releasing small sand particles from the wand's tip.
Uair: Using the Bow, Ravio shoots an arrow upwards lightly.
Dair: Using the Ice Rod, Ravio sends a chunk of ice crashing down.

F-Smash: Ravio slams the Hammer forward. If someone is close to the hammer, but not in its reach, they are stunned shortly.
U-Smash: Ravio waves the Ice Rod above his head, and possibly freezes the opponent he is attacking.
D-Smash: Using the Sand Rod, Ravio creates two pillars of sand on both sides of him.

N-Special: Bow
Ravio shoots his bow straight forward. Nothing special. The attack can be charged, and Ravio can move around while aiming.

S-Special: Speerow
Ravio's trusty companion flies forward to steal a held item from the opponent in front of Ravio. If the opponent is not holding an item, Speerow pulls them close to Ravio.

U-Special: Tornado Rod
Ravio spins upward using the trusty Tornado Rod. After going as high as possible, Ravio slowly falls down, twirling while holding onto the rod. Whoever is in Ravio's whirlwind when he uses the rod will be stunned for a short amount of time.

D-Special: Bomb
Ravio places a large bomb in front of him. These bombs can be picked up, but don't get stuck holding onto it when it explodes!

colbash's

In Super Smash Bros., he would be a mid-sized, mid-weight character, who lacks punch but makes up for it with his agility. He would utilize the four Rods in his Specials. However, he can't use the moves for too long or too frequently, as he has a magic bar that empties the more he uses his specials and regenerates quickly, being able to regenerate fully after five seconds. Here's a moveset:

B: Fire Rod: Depletes about 1/4 of the magic bar, Ravioli shoots a stream of fire from the rod, much like Bowser and Charizard's fire-breathing moves.
Side B: Sand Rod: Depletes 1/6 of the health bar, the rod creates a wall of sand that pushes the opponents back and slightly damages them. It can be broken by certain projectiles, such as Mario's FLUDD or Pit's Light Arrow.
Up B: Wind Rod: Deplete's 1/2 of the bar, a whirlwind surrounds Ravio and launches him upwards. It doesn't damage opponents, but stuns them instead.
Down B: Ice Rod: Depletes 1/4 of the magic bar, The rod drops a block of ice on the opponent, doing massive damage and trapping his opponents in the ground.
Final Smash: Rental Time Up!: The magic bar disappears, and for 20 seconds, Ravio can use his Specials undaunted.

General: Since it seems the two Link's in SSB4 will be using the same equipment, I think Ravio could use the equipment that he loans to Link in ALBW.

Playstyle: For some reason I envision Ravio as thief-type character, maybe it's because he looks so much like Nabbit. So, I see him as fast and (somewhat) weak.

-- Special Moves:

- Standard Special: Rental
Ravio would pull a random piece of equipment out of his bag. It would then become an item like any other, they could be picked up by any player and used. To keep things fair the items would not be dropped directly in front of Ravio, but thrown out a short distance from him. It would be the most iconic equipment: bow, boomerang or bombs. They would also have a slight chance to be their "Nice" versions. Each item would have a limited number of uses (possibly) represented by a purple meter. "Nice" variants would have fewer uses. Bombs are one use.

Bow: Works identically to Link's bow.
Nice Bow: Shoots three arrows at once.

Boomerang: Works identically to Toon Link's Boomerang.
Nice Boomerang: Up to three can be thrown at once.

Bombs: Work identically to Link's bombs.
Nice Bombs: Larger blast radius, more damage, and more knockback. Easily the strongest of the items.

- Side Special: Rental Return
Based on Ravio revoking a rented item upon your death in ALBW.
Ravio sends Sheerow, his bird, forward to grab an item and bring it back to Ravio. If Sheerow comes in contact with an opponent holding an item, there is a 50% chance it will be stolen. If it is one of his rented items there's a 100% chance it will be stolen. Sheerow can be blocked. If ravio is currently holding an item, Sheerow will place it at his feet.

- Up Special: Tornado Rod
Generic recovery move. Ravio rides the Tornado Rod upward creating a small whirlwind beneath him. Does no damage, only knockback (legitimate knock back too, not like Squirtle's Water Gun or Mario's FLUDD).

- Down Special: Ravio's Bracelet
Ravio introduces the newest mechanic to ALBW: Merge. Using this move would allow Ravio to merge with the ground in ALBW style for a short amount of time. Comparable to Meta Knight's Down Special. Cannot be used in air.

-- Final Smash: Ravio's Mysterious Bag
Once activated Ravio's Standard Special will produce new items: Foul Fruit, Scoot Fruit, Nice Bombs, and a variety of potions. And these items will be dropped in front of Ravio. Opponents can still get the items, it will just be difficult.

Foul Fruit: Stuns all the enemies on screen for a short amount of time.
Scoot Fruit: Increases speed (similar to the bunny hood).
Nice Bombs: This works a little differently, he pulls a few bombs out and they are dropped across the stage.
Red Potion: Heals damage.
Yellow Potion: Works like a Starman.
Rupee (various colors): This is the booby prize, they do nothing.

-- Smashes: I stole this idea from Black Mage in SSF2. His smashes when fully charged have more effects and gain range.

- Side Smash: Fire Rod/Nice Fire Rod
Ravio pulls out the Fire Rod and creates a small pillar of fire in front of him. Fully charged switches to the Nice Fire Rod, which unleashes a much larger pillar of fire which moves forward slowly, but dissipates fairly quickly. Takes a fairly large amount of time to fully charge

- Down Smash: Hammer/Nice Hammer
Ravio pulls out the hammer and smashes the ground directly in front of him. This creates a shockwave which hit both sides. The hammer itself has poor range, but does a lot more damage than the shockwave. Fully charged the hammer becomes the nice hammer which increases the damage of the hammer and the size of the shockwave.

- Up Smash: Ice Rod/Nice Ice Rod
Ravio pulls out the Ice Rod and creates a large chunk of above himself, which then drops in front of him. Fully charged this becomes the Nice Ice Rod, which makes two large chunks of ice (Four in ALBW, but that doesn't translate to SSB's 2D fighting plane). This attack can hit on platforms above Ravio.

-- Taunts:

- Side Taunt:
Sheerow flies around Ravio doing flips and loops.

- Down Taunt:
Ravio lifts his hood to reveal... I can't say this because it's too spoiler-y. But those who have beat the game know what I mean.

- Up Taunt:
Ravio pulls a rupee out of his bag (green, blue, red, silver, etc.) admires it as it shines and then puts it away.

-- Basic Moves:

- Combo: Ravio hits twice with his bag, then Sheerow strikes. Sheerow's attack has good range.

- Side Tilt: A quick kick.

- Down Tilt: Ravio slams his bag on the ground.

- Up Tilt: Ravio performs an uppercut with his bag.

- Dash Attack: Ravio does a spinning bag strike. This turns him around.

-- Aerial Moves:

- Neutral Aerial:
Ravio pulls out the hammer and does a 360 attack. Like Kirby's Melee Hammer.

- Forward Aerial:
Ravio creates a small ice blast with the Ice Rod.

- Backward Aerial:
Ravio throws the boomerang behind him.

- Upward Aerial:
Ravio unleashes a small burst of fire upward from the Fire Rod.

- Downward Aerial:
Ravio uses the Sand Rod to create a Pillar of sand directly below himself. This works as a psuedo-meteor smash. It won't do much damage, but will instead push the opponent downward a lot. Difficult to aim properly.

-- Grabs/Throws: Sheerow dashes forward and grabs the opponent, pulling them in close.

- Pummel:
Ravio Rabbit Punches the grabbed opponent. Bad jokes all around.

- Forward Throw:
Sheerow brings the opponent forward as Ravio readies the Bow and shoots them with an arrow.

- Backward Throw:
Sheerow throws the opponent behind him, then Ravio smashes them with the hammer.

- Up Throw:
Ravio pulls out the Sand Rod and creates a sand pillar launching the opponent upward.

- Down Throw:
Sheerow tosses the opponent to the ground and then Ravio detonates a bomb on them.

Who is Ravio?
Ravio is an important character in the game Legend of Zelda: Link Between Worlds. He essentially comes into Link's house and turns it into an item shop where Link can rent items necessary for his adventure.
Later in the game, Ravio is revealed to be Link's Lorulean counterpart, the Link of the Dark World.


How would Ravio work?
Simple: Ravio could attack using items from his shop. The bow, bombs, hammer, etc. can be incorporated into Ravio's attacks. Yes, Link and Toon Link also use a bow and bombs, but the way that Ravio uses them would be different enough to be unique. His trusty pet bird, Speerow, can also help him out.
I suppose adding Ravio is a bit of a loophole to adding yet another version of Link, but he wouldn't be a clone.


Alright, it's a cool idea. But why Ravio?
Although Ravio doesn't necessarily have an ongoing importance in the series (yet at least), Sheik shows that being a one shot character doesn't shoot down your chances. Potential is key, and Ravio has a whole lot of it. I feel like Sheik's main importance in Smash Bros is representing Ocarina of Time, arguably the most beloved and important of all the Zelda titles. That being said, Link to the Past is probably a close second. Although Ravio did not appear in Link to the Past, he appears in its sequel, and can represent the Link to the Past subseries, and the 2D Zelda titles in general (which doesn't really get a lot of representation imo). And since I'm comparing Ravio to Sheik so much, one might say: "Sheik is a part of Zelda's character and actually IS Zelda." Well, I think these people may be forgetting that technically:
Ravio is Link, only in Lorulean form.

That being said, Ravio complements Link very well too. He is Link's opposite. While Link is courageous and uses the Master Sword, Ravio is cowardly and sells items for Link to use in combat.
And since Ravio is the Lorulean Link, he can show off the Light/Dark mechanic so crucial to Link to the Past and Link Between Wordls.

So Ravio's got more going for him than you thought, huh?

I'd probably replace the bombs and arrows with someone else, just so that he doesn't use any of the same moves as Link. Not sure what you'd replace them with though...maybe the fire and ice rod to give a moveset purely focused on the rods?

For the record; I really like this idea, A Link Between Worlds was a fantastic game, and Ravio would make an amazing joke character. I support.

I support this! I just started A Link Between Worlds, and Ravio is easily my favorite character.

Like Golden Icarus said, the bomb and bow should be replaced by the other rods, or the hammer. I could also see Sheerow being part of his moveset.

I was going to add Sheerow, but I forgot what he was called. Thanks!
And I would replace the bow and bomb, but I have plans for the other rods and hammer as smashes and aerials. So don't worry.
And I figure that Ravio's bow and bomb work different enough from Link's to distinguish the two attacks.
Ravio's bow shoots straight forward as opposed to falling eventually. Ravio can also move around with his bow.
Ravio's bomb is placed on the ground as opposed to being held, although it can be picked up. It is much bigger and does more damage.

It's just that it wouldn't make sense for Ravio to use a sword.
He never uses one in-game, so it just wouldn't be true to his character.
If it was Classic Link I was supporting, I could see where you were coming from.

Wind Waker's Link is just as courageous as Twilight Princesses's. Not to mention that they both have the Master Sword as their main weapon of choice. Ravio is not nearly as courageous as they are and does not have access to the Master Sword. That is a large difference he has over any other potential Link. He would have to use the weapons he rents out.

Ravio is the main merchant in The Legend of Zelda: A Link Between Worlds. He is shown as a young man in a bunny mask who is extremely enthusiastic about selling his wares, which are all necessary for completion of the game. Some of these items include the Hammer, the Bow, and the Bombs, among others. (Spoilers ahead, so be careful.) At the end of the game, he is revealed to be Lorule's version of Link, but he is not a hero.

While I don't see this happening, it would be a pretty good choice for a joke Zelda character, better than Tingle in my opinion. I also really like this character. I would love a spin-off game for him.
I have some interesting ideas for Ravio's moveset. I will refrain from spoilers within, and only talk about the equipment he sells/gives to Link. So don't read if you want any equipment spoilers.

- Dash Attack: Ravio falls down and spills rupees from his bag. The fall does the majority of the damage here, but the rupees do some additional damage. Color determines power, green clearly being the weakest and most common, blue being slightly stronger and slightly less common, etc.
Based on his entrance after the final battle.

-- Aerial Moves:

- Neutral Aerial:
Ravio pulls out the hammer and does a 360 attack. Like Kirby's Melee Hammer.

- Forward Aerial:
Ravio creates a small ice blast with the Ice Rod.

- Backward Aerial:
Ravio throws the boomerang behind him.

- Upward Aerial:
Ravio unleashes a small burst of fire upward from the Fire Rod.

- Downward Aerial:
Ravio uses the Sand Rod to create a Pillar of sand directly below himself. This works as a pseudo-meteor smash. It won't do much damage, but will instead push the opponent downward a lot. Difficult to aim properly.

-- Grabs/Throws: Sheerow dashes forward and grabs the opponent, pulling them in close.

- Pummel:
Ravio Rabbit Punches the grabbed opponent. Bad jokes all around.

- Forward Throw:
Sheerow brings the opponent forward as Ravio readies the Bow and shoots them with an arrow.

- Backward Throw:
Sheerow throws the opponent behind him, then Ravio smashes them with the hammer.

- Up Throw:
Ravio pulls out the Sand Rod and creates a sand pillar launching the opponent upward.

- Down Throw:
Sheerow tosses the opponent to the ground and then Ravio detonates a bomb on them.

-- Taunts:

- Side Taunt:
Sheerow flies around Ravio doing flips and loops.

- Down Taunt:
Ravio lifts his hood to reveal... I can't say this because it's too spoiler-y. But those who have beat the game know what I mean.

- Up Taunt:
Ravio pulls a rupee out of his bag (green, blue, red, silver, etc.) admires it as it shines and then puts it away.

Entrance:
Sheerow drops Ravio on the stage, he drops a few rupees and hurries to pick them up before the fight starts.

We need some mods in here.

I like the inclusion of the magic bar in his moveset, but it seems very dangerous considering his recovery relies on it (and takes half the bar to use).

I looked up a guide to figure out where the red tunic was. And bam, Ravio's idenity

While I don't see this happening, it would be a pretty good choice for a joke Zelda character, better than Tingle in my opinion. I also really like this character. I would love a spin-off game for him.
I have some interesting ideas for Ravio's moveset. I will refrain from spoilers within, and only talk about the equipment he sells/gives to Link. So don't read if you want any equipment spoilers.

RAVIO

General: Since it seems the two Link's in SSB4 will be using the same equipment, I think Ravio could use the equipment that he loans to Link in ALBW.

Playstyle: For some reason I envision Ravio as thief-type character, maybe it's because he looks so much like Nabbit. So, I see him as fast and (somewhat) weak.

-- Special Moves:

- Standard Special: Rental
Ravio would pull a random piece of equipment out of his bag. It would then become an item like any other, they could be picked up by any player and used. To keep things fair the items would not be dropped directly in front of Ravio, but thrown out a short distance from him. It would be the most iconic equipment: bow, boomerang or bombs. They would also have a slight chance to be their "Nice" versions. Each item would have a limited number of uses (possibly) represented by a purple meter. "Nice" variants would have fewer uses. Bombs are one use.

Bow: Works identically to Link's bow.
Nice Bow: Shoots three arrows at once.

Boomerang: Works identically to Toon Link's Boomerang.
Nice Boomerang: Up to three can be thrown at once.

Bombs: Work identically to Link's bombs.
Nice Bombs: Larger blast radius, more damage, and more knockback. Easily the strongest of the items.

- Side Special: Rental Return
Based on Ravio revoking a rented item upon your death in ALBW.
Ravio sends Sheerow, his bird, forward to grab an item and bring it back to Ravio. If Sheerow comes in contact with an opponent holding an item, there is a 50% chance it will be stolen. If it is one of his rented items there's a 100% chance it will be stolen. Sheerow can be blocked. If ravio is currently holding an item, Sheerow will place it at his feet.

- Up Special: Tornado Rod
Generic recovery move. Ravio rides the Tornado Rod upward creating a small whirlwind beneath him. Does no damage, only knockback (legitimate knock back too, not like Squirtle's Water Gun or Mario's FLUDD).

- Down Special: Ravio's Bracelet
Ravio introduces the newest mechanic to ALBW: Merge. Using this move would allow Ravio to merge with the ground in ALBW style for a short amount of time. Comparable to Meta Knight's Down Special. Cannot be used in air.

-- Final Smash: Ravio's Mysterious Bag
Once activated Ravio's Standard Special will produce new items: Foul Fruit, Scoot Fruit, Nice Bombs, and a variety of potions. And these items will be dropped in front of Ravio. Opponents can still get the items, it will just be difficult.

Foul Fruit: Stuns all the enemies on screen for a short amount of time.
Scoot Fruit: Increases speed (similar to the bunny hood).
Nice Bombs: This works a little differently, he pulls a few bombs out and they are dropped across the stage.
Red Potion: Heals damage.
Yellow Potion: Works like a Starman.
Rupee (various colors): This is the booby prize, they do nothing.

-- Smashes: I stole this idea from Black Mage in SSF2. His smashes when fully charged have more effects and gain range.

- Side Smash: Fire Rod/Nice Fire Rod
Ravio pulls out the Fire Rod and creates a small pillar of fire in front of him. Fully charged switches to the Nice Fire Rod, which unleashes a much larger pillar of fire which moves forward slowly, but dissipates fairly quickly. Takes a fairly large amount of time to fully charge

- Down Smash: Hammer/Nice Hammer
Ravio pulls out the hammer and smashes the ground directly in front of him. This creates a shockwave which hit both sides. Ravio seems more of an AT character. Who would act similar to Munchlax from Brawl and scoop up all of your items and then like the coward Ravio is high tail it out of there.

If he is going to get representation, it would mostly likely be through an AT, yes. But he'd probably act more like Tingle and give out items and then revoke them after a little while.

B: Fire Rod: Depletes about 1/4 of the magic bar, Ravioli shoots a stream of fire from the rod, much like Bowser and Charizard's fire-breathing moves.
Side B: Sand Rod: Depletes 1/6 of the health bar, the rod creates a wall of sand that pushes the opponents back and slightly damages them. It can be broken by certain projectiles, such as Mario's FLUDD or Pit's Light Arrow.
Up B: Wind Rod: Deplete's 1/2 of the bar, a whirlwind surrounds Ravio and launches him upwards. It doesn't damage opponents, but stuns them instead.
Down B: Ice Rod: Depletes 1/4 of the magic bar, The rod drops a block of ice on the opponent, doing massive damage and trapping his opponents in the ground.
Final Smash: Rental Time Up!: The magic bar disappears, and for 20 seconds, Ravio can use his Specials undaunted.
Everything got confused when all the topics merged, but I want to say that I like this idea a lot. I already said that I think using 1/2 of the bar for his Up Special is too much (I think that would mean a lot of easy deaths on his part). I like this high risk, high reward moveset you have for him. But I think simply changing the Tornado Rod's 1/2, with the Sand Rod's 1/6 makes more sense. Since the sand pillar created can stick around after use (I think that's what you were getting at, at least) it makes more sense for it to use more of the magic bar. So, in my opinion, a simple change to your moveset: 1/2 for the Sand Rod and 1/6 for TOrnado Rod would make it much better. I think keep working on what you already have and you'll have a very good moveset. Consider adding the "Nice" versions of the rods into the specials somehow. I know he never uses them personally, but it isn't that much of a stretch for him to do so.

I would say go ahead and do that, and just credit them for helping make the post somewhere in the post. Add my moveset, Cobalsh's and Louie G's while you're at it.

Because they sure took advantage of all the unique items in Wind Waker
Now, I understand where you're coming from here, guy. Clones happen all the goddamn time in SSB. But consider two things: 1.) He never uses a sword, so he would have to be different than Toon Link and Link. Even if his specials are the same ****ing thing, the rest of his moves can't be. 2.) He likely won't be playable in SSB, thus the only movesets he'll get will be fanmade, meaning less of a chance of cloning in them. Louie's G's moveset has some specials that are similar to Link's moves, but that's it: some. And Cobalsh's and my own do not.
I don't understand why someone with a Skull Kid avatar would be being such a douche about a Zelda character. But whatever, man. Did you play this game, even?

Here's my Ravio moveset as of now. I want to incorporate turning into a drawing, but I'm not sure exactly how. And no FS yet.

RAVIO:


Jab Combo: Ravio's jab combo changes depending on which item he uses first in battle. This is reset after Ravio is KOed.
(I'll work on these later)
Dash Attack: Ravio spins around with the Hammer.
F-Tilt: Ravio creates a small sand dune in front of him using the Sand Rod.
U-Tilt: Ravio spins using the Tornado Rod.
D-Tilt: Using the Fire Rod, Ravio spins around, a ring of fire surrounding him.

Grab: Hookshot, like Link.
F-Throw: Ravio throws the opponent forward and shoots them with an arrow using his Bow.
B-Throw: Ravio throws the opponent behind him and tosses his Boomerang at them.
U-Throw: Ravio throws the opponent upward and spins into them with his Tornado Rod.
D-Throw: Ravio throws the opponent downward, steps on them to hold them in place, and whacks them with his Hammer.

Nair: Using the Tornado Rod, Ravio spins around, surrounding himself in a small whirlwind.
Fair: Ravio swings the Fire Rod forward, creating a small flame on the tip.
Bair: Ravio swings the Sand Rod backwards, releasing small sand particles from the wand's tip.
Uair: Using the Bow, Ravio shoots an arrow upwards lightly.
Dair: Using the Ice Rod, Ravio sends a chunk of ice crashing down.

F-Smash: Ravio slams the Hammer forward. If someone is close to the hammer, but not in its reach, they are stunned shortly.
U-Smash: Ravio waves the Ice Rod above his head, and possibly freezes the opponent he is attacking.
D-Smash: Using the Sand Rod, Ravio creates two pillars of sand on both sides of him.

N-Special: Bow
Ravio shoots his bow straight forward. Nothing special. The attack can be charged, and Ravio can move around while aiming.

S-Special: Speerow
Ravio's trusty companion flies forward to steal a held item from the opponent in front of Ravio. If the opponent is not holding an item, Speerow pulls them close to Ravio.

U-Special: Tornado Rod
Ravio spins upward using the trusty Tornado Rod. After going as high as possible, Ravio slowly falls down, twirling while holding onto the rod. Whoever is in Ravio's whirlwind when he uses the rod will be stunned for a short amount of time.

D-Special: Bomb
Ravio places a large bomb in front of him. These bombs can be picked up, but don't get stuck holding onto it when it explodes!
I really want feeback on this, I spent like half an hour typing it out.

I like what you did with the combo. How it changes according to the last tilt used. That's nice and unique, and I assume they would all have different properties, which would lead to some unique gameplay. (I assume the hammer would make the combo the strongest and slowest, the tornado rod would do little damage and more knockback than the others, the fire rod would obviously have fire effects and possibly create a small fire wear he used it that would damage enemies, and the sand rod, would what? create a semi-permanent pillar?)
I think the Specials leave a lot to be desired (except the Side Special that's great); they're just a little too cloney. Tornado rod is sort of a must for the Up Special.

I don't want the specials to be cloney, but I feel like if Ravio happened to make it into Smash he would share one or two moves with Link.
That being said the bomb is completely different than Link's, although what I'm imagining may be completely different than what you are.
Think of Bomberman. Ravio places a bomb down like Bomberman. He could either run away from the explosion or pick it up and throw it, albeit a short distance.

Got it, I know you weren't going for the exact same thing there. It's just like how there's a difference between Toon Link's Boomerang and Link's Boomerang, you know it's less cloned, it just still feels like it might as well be the same.

As for more input on your moveset, the aerials, smashes and throws are all good. Everyone who makes a Ravio moveset seems to be doing very similar things here, just having him use a weapon of their choice for one of these moves. Which means they're all relatively unique, but none of them really seem to breaching new ground in those territories (my moveset included). The best thing about your moveset has to be the changing combo system. That's really great.
