tldr: he's a solid mid-tier. Or basically top 20-25. Anyone who thinks Shulk is bad should jump in a volcano tbh. The more I do well with the character, the more I understand his issues. Just my opinion. It's good to balance optimism and pessimism. Feel free to check SDoom's paste bin lol

What characters is he better than? I'll give you Samus and Wii Fit Trainer. I can't think of many others that I would say are worse than Shulk.

Swordfighter, Palutena, WFT, Samus, Bowser, Zelda are probably worse. Doc is arguable. Game and Watch could be arguable.

Little Mac is a a CP character, but Shulk is probably better.

DHD, Pacman, Bowser Jr., Ganondorf are imo better.
Ike/Marth/Falco/Charizard (all buffed) are better.
Then Megaman, MK, Lucas...clearly much better/high tier.

I just can't name 10 characters Shulk is better than outright.

It's not that Shulk doesn't have decent tools for competing with high/top tiers, it's just that in this game, every character has tools to compete with the best of the best to at least some extent. Shulk's tools are a bit worse because his frame data lets him down so hard.

Oh, Mewtwo is garbage, I'll give you that. So that's potentially 10 lol.

As much as I'd like to reply back, I'm not entirely sure because of his frame data. I still don't think he's anywhere near bottom 10 or 15 though but then again, this is coming from someone who's been doing fine with the character so idk

I do think you can do well with Shulk. But you can do well with anyone who isn't named Zelda or Samus imo. Like, WFT does well in Australia lol, and she's still arguably bottom 5. Trela does well with Swordfighter and Mewtwo.

The only thing Shulk needs is a frame 3 jab, and he might be high tier.

I mean, seriously that **** is basically Ike's jab except it doesn't connect on floaty characters, aaaand it's frame 5 which is basically as fast as Pit's jab which is a disjoint.

I still want a frame 10 f-air and a frame 7 or frame 8 n-air. And maybe a frame 9 f-tilt. and a frame 6 d-tilt. and a frame 9 u-tilt. and a frame 10 u-air and d-air. and a frame 14 b-air. and to activate monado arts during hitsun

It's one of the worst jabs in the game lol

oh and a frame 13 f-smash. and a frame 15 d-smash, a frame 14 u-smash. Oh, frame 21 back slash and a frame 7 air slash

i think it's the worst jab tbh. Lol. Maybe in buster art, it isn't because 16-17% damage from a frame 5 short-ranged jab sounds damn good

until you consider that Fox's jab->-jab->jab->jab->reverse up-tilt does 15% damage from a frame 2 move LOL
