I think in general Roy should be played fairly aggressively...but he doesn't really have the tools to just go in raw, he has to poke around and play the space control game until he gets an opening. He should be doing the same against Marth, but its kinda hard since Marth controls space better than he does.

Wavedashing is extremely important with Roy, since its the best way to set up for fsmashes and dtilts. Wavedashing around and poking with dtilt at max range is basically all I did with Roy in many matchups in Melee.
