Because multishining is frame perfect, it doesn't make any sense to practice off of a normal stage. There's no such thing as close enough, and gimmicky stages are far too forgiving.

Practice the movement over and over, and stay relaxed. Especially when hitting C-stick right, get the movement down slowly, and work up to AC speed.

Personally, I do all my aerials with the C-stick, including AC Bair. Your fingers are going to be slow at first, so just practice a lot. Feel free to use A, but I prefer to not worry about the analog stick's position.

Welcome to Smashboards! For his weak aerials, you essentially want to hit your opponent with the late hitbox. Throw out the Nair a few frames before you actually make contact, and then move into the opponent.

To my knowledge, the most popular reasoning behind that is that using smash stick for aerials affects your momentum, while tilt stick doesn't. For Sheik specifically, she doesn't use her smashes anywhere near as often as she uses her tilts, so it's almost a waste.

I think the idea was that players could switch to Sheik while fighting. They weren't considered as two completely separate characters until later.
