It works if they are near the edge when on the ground. You do have the better chance when they are in the air.

Down B helps out a lot when trying to finishing people off. Around 100% you can finish them with that move.

I haven't had too much of a problem against Lucarios in Smash 4 yet. Maybe I haven't played any good ones yet.

What I like to do is to bait the opponent into throwing the needles right away and stack the needles. Wait for the right time when they sidestep or dodge and then let them loose.
