Honestly, Pac-Man was added as a AT long before his inclusion in Smash4, so him as an AT was better than not being in it at all(at the time he was added). That being said, there was a legit Pac-Man Leak during apex this year so, its very possible that he's being moved to a playable character.

You could always just jack brawl/and replace everything with CN content. Now you have a punchtime explosion game built from brawl.
