    Ice Climbers removed for lack of processing power; 3DS maintains "bloom" PP effect.

    GPU and graphic effects have nothing to do with character coding, It's more so the AI from Nana and how the new engine works, It's more of the CPU than the GPU, and I think it has something do with the fact that nintendo realized how weak the CPU is and decided to make a new system.
