How were rules against infinites enforced in Melee? Were you only allowed to perform an infinite for a set amount of time, or was the entire technique banned?

1. I really doubt Brawl will be patched. I've read that it's possible, but it's just not something I see Nintendo doing. 2. A tier list would matter for the period of time between changes. Futile to maintain maybe, but not worthless.
