You can play 1P agains the computer, yes, but there does have to be at least one human player present. You can't turn two computers on against each other. It's the same way it was in Melee.

The N.A. version of the game doesn't need to be out for most of those decisions to be made. It's not rocket science. Very few of these stages are up for any actual kind of reasonable debate, and honestly, a lot of people in this thread are arguing for stages that would have been Melee-banned...

I haven't got the game yet so I can't make any reasonable assumptions or comments on any of the stages yet. Not that I think it would matter. Almost everyone posting in this thread seems to have absolutely no cencept of what constitutes a "neutral" "counterpick" or "banned" stage in the first place.
