It is, it's just that most meta discussion happens on the Duck Hunt Discord nowadays. I've actually played the Pac Man MU a fair amount too. But I haven't really written anything down about it. There's really a lot to it.

I'd hate for Duck Hunt to turn into something brainless. Just make something like his up tilt, bair, and nair kill slightly earlier, make up air and smash attacks connect better, and then make some of his hit boxes last slightly longer and he'd be perfectly balanced

Can is a frame 1 option so having the kick change would be completely useless. The only change that would really do much is the frame change on d throw. It would make the hoo ha true around 120%.

You basically want to utilize f smash to catching landings and reading rolls. Up smash is good for punishing air dodge punishes if you're running towards them, and d smash is good for covering rolls or landings if you aren't sure if they'll cross you up. D and Up smash also don't lag that much...
