Who?
Jirachi is a double typed Mythical Pokemon with the Steel and Psychic types. It debuted in Gen 3 and even had it's own movie. Jirachi is arguably the rarest Pokemon in existence, which is quite fitting as it is the Wish Pokemon, and is said to be able to grant any wish.

Why should Jirachi be DLC?
Jirachi isn't a very likely candidate, but it has many things going for it despite that. Jirachi was a Pokeball Pokemon in Brawl, but is now only a trophy. Jirachi is a Mythical Pokemon along with the likes of Mew and Celebi, something that isn't represented yet by a playable character. Jirachi is also from Gen 3, which Pokemon fans have been clamoring for to be represented for years. Jirachi is also a very, very popular Pokemon, not quite Charizard levels, but around the same as that of Victini or Dragonite.

Role in the main games: Jirachi, as mentioned before, is arguably the rarest of all Pokemon, and it happens to be the only Gen 3 pokemon unobtainable in Hoenn without using events. It also has a small cameo in one of Archie’s Portraits that states “There is a picture of a boy with a shaved head, a girl with black hair, and a Pokemon with three notes attached to its head. The 7th day of the --th month -002. With Arc--e and --rachi.” which would mean Archie more likely than not met a Jirachi during his youth.

Role in the Mystery Dungeon games: In the original Mystery Dungeon Red and Blue, Jirachi has the role of granting wishes to anyone who manages to make it through all 99 floors of Wish Cave and manages to beat it in combat.In the sequel, Explorers of Sky, Jirachi in the first special episode, Jirachi again plays the role of dungeon boss at the bottom of Star Cave. Finally, in Super Mystery Dungeon Jirachi plays the role of the astronomer of the expedition society.



Role in Competitive Play: Jirachi’s been in the OU tier ever since it’s conception at gen 3, has been commonly used in teams up to even the tier of Ubers, and has been at times a metagame centralizing force. This is due to it’s excellent type combination, stat spread (All stats are 100) excellent ability (Serene Grace), and a vast movepool that allows it to fill many commonly sought OU roles, like being a set-up sweeper, para-flinch abuser, pivot, revenge killer, or even a defensive wall.



Objections to Jirachi's inclusion
1. The only Pokemon per Type rule:
Jirachi is dual typed, it represents not only the Psychic type, but the Steel type as well, and while both of these are covered by Lucario and Mewtwo respectively, there has never been any confirmation of a one rep per type rule and the dual-typed part also makes Jirachi substantially different from either of them.

2. There are too many Pokemon reps already!:

False, Pokemon as a franchise has 270.8 Million units sold, in just
video games alone. While Pokemon currently has 6 reps, Fire Emblem has 4, at around 13 million units sold. If we went by size ratios, Pokemon would thereby deserve 15 characters relatively. Now obviously, it doesn't need that many, or even close to that, but I think it makes it pretty obvious that 7 Pokemon characters isn't truly over representation.

3. One DLC character per franchise rule:
Once again this is another rule the Smash fanbase believes in, but has no confirmation at all and only the slightest of evidence.

Doom Desire: Default. Jirachi will open its third eye and flashes a light in front of it. Any enemy that is caught in the light will get a 10 second countdown above them. Once the 10 seconds are up, a burst of energy will appear in the character's hitbox one second later, damaging any character it hits. This burst of energy can be shielded or dodged.

Future Sight: Custom 1. Places a 5 second counter on enemies that release a weaker but quicker and larger burst of energy in the enemies' hitboxes.

Psyshock: Custom 2. Jirachi will open its third eye and launch an orb of psychic energy forward.

Side
Zen Headbutt: Default. Jirachi will dive forward, with an orb of psychic energy in front of it. After a certain amount of distance Jirachi will stop diving but the orb will continue in a straight forward path. This move can be charged to lengthen the amount of distance Jirachi will travel before stopping.

Helping Hand: Custom 2. Jirachi will send out psychic energy that will boost the attack strength of itself and any fighter on the same team for 5 seconds. This skill will fail if used a second time with in a 10 second window.

Final Smash
Wish Maker: Jirachi will send out a burst of energy that will heal it for 50% of damage and summon a torrent of meteors onto the stage for 10 seconds. The meteors are slow moving and will damage any enemy that touches them.

Up Smash - Jirachi uses Dazzlign Gleam to create a powerful burst of light above its head.

Down Smash - Jirachi uses Grass knot to hit around both sides of its body at once. This move has a 60% chance to trip the opponent.

Aerials:
Forward Air - Jirachi uses Aerial Ace to do a quick cutting motion with its arm, starting above its body and swinging downward.

Back Air - Jirachi uses Aerial Ace to do a backwards somersault and create more cutting motions. Think of Mega Man's back air.

Up Air - Jirachi uses Psyshock to create a series of purple explosions above its body.

Down Air - Jirachi fire's a powerful long range Flash Cannon straight downwards. This move spikes.

Specials:
Neutral B: Substitute. Jirachi creates a substitute to hide behind that protects it from the knockback and damage of one attack. It causes 20% damage to Jirachi when used.

Forward B: Jirachi uses swift. Swift cannot miss. It fires a slow moving star shaped projectile that will keep following its target until interrupted or blocked.

Up B: Jirachi uses Zen Headbutt to launch itself straight upwards. If an opponent is hit by this move at any point, they will have a 40% chance of being flinched and would be unable to move from the spot they were hit at, momentarily.

Down B: Thunder Wave. Jirachi shoots a wave of electricity in front of it that paralyzes opponents.

Final Smash: Doom Desire. Jirachi opens its eye, which looks in a direction dictated by the player. Any opponents that the eye sees are struck by a deadly attack.

Doesn't Jirachi appear in Smash 4 like he did in Brawl? A 1/Stupid % chance akin to Mew?
Nope, Celebi's and Jirachi's pokeball were removed from some reason, they still have their trophies though.

Doom Desire: Default. Jirachi will open its third eye and flashes a light in front of it. Any enemy that is caught in the light will get a 10 second countdown above them. Once the 10 seconds are up, a burst of energy will appear in the character's hitbox one second later, damaging any character it hits. This burst of energy can be shielded or dodged.

Future Sight: Custom 1. Places a 5 second counter on enemies that release a weaker but quicker and larger burst of energy in the enemies' hitboxes.

Psyshock: Custom 2. Jirachi will open its third eye and launch an orb of psychic energy forward.

Side
Zen Headbutt: Default. Jirachi will dive forward, with an orb of psychic energy in front of it. After a certain amount of distance Jirachi will stop diving but the orb will continue in a straight forward path. This move can be charged to lengthen the amount of distance Jirachi will travel before stopping.

I want Jirachi too! Final Smash should be Doom Desire. Jirachi rises up, opens it's third eye, then like doom desire, shoots down bundles of light down the field instead of a ray, because in Pokemon ORAS, it shoots down and covers the screen.

I don't think Jirachi is a very good choice for a Pokemon rep. In fact, playing Showdown during 5th gen made be despise the little gremlin. Even so, I thought it would be fun to make a moveset for it, so here you go. Even though I'm not a fan of Jirachi, good luck and I hope you can find more supporters.

i'm all for more generations of pokemon getting represented with fighters, but i can't help but feel that jirachi is an odd choice to represent gen 3. i would have thought to see pokemon like aggron, zangoose, or absol leading the gen 3 charge. i've never really seen a significant deal of popularity surrounding jirachi, perhaps the only cute legendary i've seen less popularity around being manaphy/phione. either way, you all have come up with a lot of material already and i am genuinely interested in what more is to come on this thread. not sure you could count me as a supporter though, just curious, really.

So, quick little update for the OP but more importantly, I got some (somewhat) new info for us. I got a hold of some statistics on certain Pokemon newcomers, and they paint a much better picture for us than what I expected. Now before anyone goes crazy with hype and hope, I'd like to explain what I think these statistics would actually mean for us.

So at first while it'd appear Jirachi is absolutely crushing everyone else in terms of numbers, keep in mind that's waaaaay before the ballot and sadly, doesn't actually help us much in that regard anymore. If we were to look exclusively at the timeframe between the ballot started and now, we'd see Jirachi and Sceptile constantly trading places as the character with more interest to them. This is still very good news for us, since it means that in terms of interest, Jirachi ranks right next to Sceptile and while this doesn't mean that their ballot votes stand right next to each other, it means that Jirachi still has a relatively similar sized fanbase to that of Sceptile's but one that's outside of the Smash fanbase as opposed to inside of the Smash fanbase.

This means two things for us, first that it's nearly impossible to accurately measure how much influence this fanbase had on the ballot since it rarely interacts around here, meaning that most of them probably can't be bothered to even touch a fan poll, and secondly, that Jirachi has noticeable influence in the Pokemon fanbase. Putting both of these together, I'd say that Jirachi might have considerable casual support on the official ballot, still nowhere near Sceptile's but enough to get at least noticed. This is good because, while many, including I, believe that the Ballot will basically boil down to sheer popularity for first parties, it could just end up being a suggestion box. This would be excellent for us as we'd probably have at least enough votes to get noticed, and luckily, our character is extremely unique, and may just trigger Sakurai's creativity. I'm not saying Jirachi will make it, but I think we've got a small chance now.

Any thoughts?
