Why hasn't the Tier List changed in so long?

I know that a lot of people don't care about Tier Lists and I also know they don't define the game, but i'm just curious here. Why hasn't the Tier List for ssbm changed for so long? We're coming up on 3 years since the official Tier List has changed. Do any of you have any theories as to why this is? Perhaps it's because Tier List are becoming even more obsolete or Melee's meta really hasn't changed in a while. I don't know, what do you think?

because no one takes the offical tier list seriously anymore

people put too much time perfecting high tier tech and haven't fully explored all the ways mid and low tier characters can be played. Cause one character I think is actually really good is Pikachu. I think if people put more time into Pikachu collectively, like Axe has, he could be placed higher on the tier list
