Why gcrebuilder is not for phone

So my laptop broke so I only have my Android phone and when I almost download gcrebuilder I realize that there no apk for it and I was sad cuz the only thing that Android people can do is using the hirestextures or patch xdelta file with rompatcher but not many that use gale01 or xdelta but there alot of .dat file which I was sad cuz we can't import like phazon suit skin for samus or even custom Character like wario and ryu and now alot of people use pc and laptop to play smash melee cuz of netplay and mods
