personally i am a fan of mr. game and watch but did they really wait 3 games to give him a face

They probably wanted him to have a signature simple look so the weird moves and animations aren't jarring to players, so that's why they went with the Fire falling man look. Most people who play Smash are used to Mr. Game and Watch as a concept by now, and his new transformations are more faithful and expressive which is a universal focus with the new game, so that's why they probably changed it now.

Because it makes GWs moves even more canonical as well. Now each move is truly like the game it originated from.
