Why can't I get the dthrow-footstool-dair lock

Hey guys. I am new to Smash, just started playing 4-ish months ago, and I have a ton of trouble getting the dthrow-footstool-dair lock really consistently. Sometimes, I'll footstool, then hit the 5th hit of dair, but on training cpus, they just stay downed, as if it didn't force their getup. What am I doing wrong?

That means you landing to late with the dair. If you would like to practice it vs a cpu with no DI, you can go into training mode and set them to "ControIl".
