Who does Uthrow to Dair work on and at what % range?

It is normally not true. The only way to make it true is to negate the jump squat animation. This is possible on platform by platform dropping and then inputting DAir, or running off the ledge and then inputting DAir. Doing this will make it true at low%, just after the UTilt % window ends, on someone like ZSS.

DeluxeMenu and other capable players have relied on this at the ledge, but they have not broken down a % range for the community to analyze.

Recently when doing a dare to use only shell moves, I was able to do Up-Throw -> Footstool -> D-Air.

Seems situational, but got some good percentage out of it.
