Smash Champion
I believe in terms of buff there are two stand-outs that most people have in mind: Mario and Bowser.
Mario finally has some KO potential with his new f-air and his improved smash attacks. He also seems faster, stronger and in general just better overall. Also he's one of the few characters in Brawl that seems capable of combo-ing pretty well from throws (main down throw).
Bowser just got speed all over. He's still not 'fast' but he's faster which is more then enough. His f-smash seems even better now and his side b looks a lot better (and cooler).
In terms of nerfs, I think Fox got nerfed the most. I'm not saying he's not a good character, he'll probably be pretty solid, but after being such a broken character in Melee theres no where Fox could have gone but down. The loss of the wavedash probably hurt Fox the most, and it seems like he's lost a little speed, and a good amount of KO potential (mainly his u-smash).
