When is it a bad time to use high recovery?

If you're popping Climhazzard high and coming down, which characters are worst to use it on?

Mewtwo - DSmash
Cloud - Bair
Various characters - Counter
Mario - FLUDD

Anyone is situational, but if they're standing in neutral at the ledge, post the characters who can outrange Climhazzard so other players can avoid using it to recover.

if a character has any move that comes out on frame 3 or sooner, you can actually power shield the move and hit him out of it. every character can do this so it's just a matter of trying to predict what option they are trying to cover and if they've learned how to do it or not.

on top of that, pretty much every character can actually hit cloud out of it if they have enough range or an invincible move. megaman can actually fully charge an fsmash and time the hit to catch cloud as he's coming down. sure it takes a read but with cloud's recovery it's more a game of rock paper scissors game than anything. if your opponent knows what they're doing, you're SOL in almost every situation ---

Bayo and her witch twist/witch time/bullet climax can easily beat it out.
Anybody with a windbox, like greninja and Sheik Up Bs, can screw Cloud over as well.
Others have been covered above.
It's not a very safe option now that people know the Cloud MU better, and not the best habit to adopt unless you want to find out the hard way who will be able to hit Cloud out of it. The safest option is still instant ledge snapping.
