What tier would Joker's final smash be on a final smash tier list?

I don't play with final smashes a lot, but probably around A tier.

Easy to hit, his moveset combos easily into it, it deals a lot of damage, it can be double swiped if desired (hold back), and insta-KOs.

It's the only Final Smash with a special victory screen; that alone makes it top tier.

It's top tier in terms of swag.
