What is the modding tool for Smash 3DS?

I recently made a SmashBoards account, so I sincerely apologize for this very stupid question. I have been looking for the modding tool for Smash 3DS for a very long time and have had no success whatsoever. I tried asking on reddit, but I don't even know where this question would even go. So, does anybody know the modding tool for Smash 4 (3DS version)? Once again, I apologize for such a stupid question, but I really want to figure this out.

I went to 3dshacks before to ask this question, but they removed it

I heard that r/3dshacks is pretty strict. Try r/3dspiracy, supposedly they are far more lenient on free speech.
