Yeah, pretty much.

I'd imagine that he'd get new victory animations, an announcer call from the new announcer Brian McKeever revealed in the 3.5 trailer, compatibility with boss battles, or maybe even new palette swaps or costumes!

Why is that a "better idea"? If that was to actually happen then he would inevitably get his own slot.

But really though, Giga Bowser cannot be tournament legal. Ever. (Unless they scaled him down to normal player size, which would just defeat the purpose of Giga Bowser and would just leave him as a clone of Bowser with some random effects.)
