Modding will be possible eventually.
The problem with that is doing so without getting banned. Nintendo has banned a lot of hackers, cheaters, and pirates on the Switch recently and they will definitely protect Smash from such.

Hopefully the Switch being easily hacked will help people mod Smash sooner.
