This isn't Wario exclusive.

Sometimes the AI just gets weird and starts dash-dancing endlessly at a speed that would make even the best Melee players envious until you smack some sense into them.

I thought that might be it. It just seemed like wario was stuck in his animation because I thought there was no way you could dash dance that fast.
