One of the more underappreciated characters whose name occasionaly pops up in discussions on this board (about 5, actually), Vyse is a teenage pirate weilding dual cutlasses. He first appeared in Skies of Arcadia for Dreamcast, which was remade into Skies of Arcadia: Legends for the Gamecube, licensed by Sega, developed by Overworks (merged into Sega WOW).
From Wikipedia:
Vyse: 17 year old boy, Blue Rogue (Air Pirate that only attacks armed vessels larger than their own ships, in particular those of the Valuan Armada). Vyse has a highly upbeat personality and refuses to give up. Vyse fights with twin cutlasses, one primarily used in offence and one for extra defense. Vyse's magic is relatively weak compared to that of Aika and Fina, but his physical attacks are the second strongest in the game (after Drachma's). His super-moves often become a staple in boss battles.

B: Cutlass Fury: Kinda like a mix between Final Cutter and Dancing Blade. see http://www.youtube.com/watch?v=XhN4ZNitvYc
Smash B: (Long-Range Attack): Vyse Swings his sword horizontally, and a flaming crescent shoots out.
UP B: Rain of Swords: Vyse jumps and shoots little electric things down.
Down B: Skull Sheild: The ghost of a dead pirate defends and counterattacks for vyse. Like Marth.
Special: Pirates' Wrath. This is hard to describe. Uh, he sends lightning into one person, and the flies and does some weird slashy stuff. think http://www.youtube.com/watch?v=JRWDw6UDfGM, but a little toned down.
OR
Prophecy: basically, the moon crashes into the stage.
Stage Entrance: Jumps out of a pirate ship.
It's great; he comes with a symbol, some songs, an alternate costume, and victory poses.
Here's another video if you want. its just a slideshow.
