Villager F-smash frame 1 thingy

So i was watching Genesis 3 doubles grand finals, and one of the commentators said something about F-smash being frame 1. Could someone elaborate on that?

whenever you grab the ledge you have 2 frames where you are vulnerable to any attack. Villager's F-smash is a lingering hitbox that goes past the ledge making it a perfect move to abuse this very small time frame of vunerability

I remember they also mentioned how Mii brawler's fsmash only hits on 1 frame.

Isn't the way it works is that, if you charge it that it skips the animation and goes straight to the dropping one? Thus making it frame 1?

Er no, it's still frame 20...somethin, but it'd come out as soon as you release the stick, probably frame 1?
