up throw kill a little weaker?

It's not weaker.

It has stayed the same.

What might have happened is how you are using it on since some characters had their weight increased so they will live a tad longer.

I think people just took a while to remember to DI the throw since it was patched in. It's very easy to Di due to the flying piledriver animation.
