He's mentioned this in interview before. He uses the figures to help envisage how characters would move in a game like smash. After all, it's probably a lot easier to imagine and animate say, Inkling moving while holding a gun, when you have a figure which can sorta show you what that would like.

Ya know after hearing this it sadly makes me think Steve would be an impossibility considering his figures limbs don’t bend

Persona 5 isn't difficult all things considered and it's a really fun combat system that really shines when you're put on the spot and have to use all your options to win.
