Two things I would love to see...

1. Bowser's Castle texture hack in place of Delfino Plaza

Red water = Lava,

Bowser's Castle...

2. Enable Japanese (if that's possible) voices for characters, and if possible, allow us to choose which characters we want to speak Japanese and which characters we prefer English for. (This is seen in Street Fighter 4)

The lava is a cool idea.

The Japanese voices can't happen though. There are no Japanese voice clips on any non Japanese copy of Brawl, and Gecko can't stream audio, so you're out of luck.

Japanese voices has already been done by the hackers at Kitty Corp. But you can only do it via DVD burning - SD loading doesn't support anything streamed so you can't do it with the SD Loader.

Outside of Delfino and ignoring the choices for Yoshi, the Mario stages haven't made much sense for all 3 Smash games.
