As it happens, my friends aren't around much to play with me, and I know that playing with other human players is pretty much the best way to train. But what is a good way to train without Human players? I know that just trying to win against lvl 9 CPUs don't do much at all, but I'd pretty much do anything to get better with Falcon. Any tips would be appreciated!

Are you new to melee? The difference in what you can practice by yourself is massive based on what you can already do. If you are new, then you should practice basic techniques like short hop, fast fall, L-cancel, wavedash, etc. If you know these things, how good are you at using them? You'll need to practice basic combos using these techniques. Try it on a level 1 CPU at first, and then upgrade to level 3 CPU. Level 3 CPUs mix up their DI a bit so combos aren't automatic like they are against level 1 CPUs.

If you've already got the basics down, then practicing solo is hard. There is a really big and awesome post that I'm pretty sure Dr. PeePee made about practicing solo but I don't know where to find it. I'll try to find it later today.
