Let’s say you do and it gets stolen

While replacing it is a huge pain, why cannot thieves who try to use it be tracked?

Also, if you get your credit card stolen like this woman here, seems like cops could use a reward as bait for the thieves to come to them. Do they not do it because any thief would not fall for the bait?

additionally, the cops had the licence plate of the thieves in the story of the mugged woman. Why don’t they inform everyone to be on the lookout for it?
