What characters' inclusion would surprise you in Brawl?
I think it would be quite difficult but still possible to do so. I mean, we've had really old and classic characters (Ice Climbers, Game+Watch) and now we've got 3rd party characters (Snake, Sonic).
As far as I know, the current character inclusion rules are this:
* They could not have originated in a cartoon/movie/ect
* They have to have appeared on at least one Nintendo counsel
* They can can be 3rd party at latest (ie, no 4th or 5th party)
There's only two ways that I think we'll be truly surprised by a character's inclusion, nowadays:
> A character unique to game play that was created in a movie spin-off video game.
-- For example, in the Emperor's New Grove video game there was a rather annoying kid who consistently popped up as a mini-boss (think Paper Mario's Jr. Troopa). He was very prominent in the game but never appeared in the movie. Theoretically, a character like that could appear, but it's innumerably unlikely.

-- Now this would be something I'd like to see. Not only would it be the least expected character ever in a Smash Bros game, but it could be an extremely dynamic promotion. This is especially Brawl was used as the means of the character's announcement.
