The previous roster, but it's PERFECT (IMO), so Ultimate can build on it better.

The theme of Ultimate was partially bent on fixing some of the bad choices made in Smash 4, and a lot of those choices had to do with the roster. It seemed like the E3 direct was dissing Smash 4 rather than regarding it as another good smash game. So what if Smash 4's roster was perfect?

Here are my ideas:
Smash 4 could focus on adding characters through alternate costumes rather than clone slots, as originally planned. Alternate costumes would then become echos. This way it would be a character being improved from palette to fighter rather than reduced from fighter to echo.
Less fighters were removed from Brawl.
Less DLC, and the DLC is cheaper (way cheaper. Spending over half the net game price on less than half of the DLC is outrageous).
Certain fighters aren't added until Ultimate, for extra hype.
Certain fighters aren't added at all
Certain fighters have movesets that are completely different than normal.

Here would be the good changes:
Dr. Mario, Dark Pit, and Lucina are alternae costumes of their original clones, as planned. They then become echoes in Ultimate.
Ninten, Dixie Kong, Black Shadow and Yarn Yoshi also appear as alternate costumes, and future echoes.
Roy returns from Melee as part of the starting Roster and not as DLC--for extra hype.
Lucas is never removed from Brawl.
Instead of Greninja, we keep the Pokemon Trainer. But we also get a latest-gen rep of whatever Sakurai chooses that's not another water-type (or a type we already have). The pokemon trainer can also instantly change rather than have the punishable delay.
Geno can't be added at the time (because of Square). Instead, they choose any 2 Mario reps they think are viable (Waluigi, C. Toad, King Boo, etc.).
Zelda/Sheik and Samus/Zero Suit Samus are still the same, but you can transform instantly by pressing Sheild + B, unpunishable.
We get another Zelda rep. Ghirahim would probably be the best at the time, after Skyward Sword.
We also get King K. Rool and Ridley, since they should have ben no brainers at the time and ended up being some of the most popular requests after the smash ballots.
Kirby gets Bandana Waddle Dee and Magolor from return to Dream Land, since it was arguably the best Kirby game since Super Star.
The joke characters are kept. Although some people don''t like it, it is a long standing tradition that tohers do.
Wolf is not removed from Brawl.
Snake IS removed from Brawl, so they could do the hype intro during the smash direct (and because Konami wouldn't have let them keep him anyway).
As DLC, we get the Mewtwo and a Fire Emblem villain in 2015. In 2016, we get the inkling with the Octoling as an alternate costume, and Marx from Kirby, (not the Communist), and Bayo. All of the DLC is $1.99 per fighter, rather than $5.99.
Cloud and Ryu aren't added until Ultimate. This is to keep the controversy over Geno vs. Cloud settled and for more newcomers to be announced after E3 (since a lot of people concluded that it was a port). Also for more hype, and Smash 4 already had a lot of extra parties, which was making some people uncomfortable.

I feel like if this was the final roster for Smash 4, they would do a better job of presenting Ultimate at E3--not that they didn't! It's just that this could be way better. Clones would be improved rather than reduced, E3 would showcase some extra third party guests, and they could then improve on Sheik/ZSS as being their own fighters. People would not be as uncomfortable with the return of DLC fighters, since paying 36 dollars is stupid if they're just going to add them back. And we would still get Snake, with "Everyone is Here!"

Seriously?!? You're leaving out Greninja, who has been at the top of several Pokémon popularity polls?!? How is that a better roster?!?

Question: Why would Marx be DLC in this hypothetical roster. If the dates line up, The Switch (And therein, Star Allies) shouldn't be revealed yet.
Therefore, Marx didn't get his sudden popularity boost from Star Allies which is why I don't think anyone would decide to include this semi-obscure Kirby villain whose last appearance at the time was cameoing as a statue in Triple Deluxe.

Any roster that removes Greninja is far from perfect.
