Black Shadow hasn't been there from the start. F-Zero doesn't necessarily need another rep.

The reason Megaman is so likely is because it is his 20th Anniversary on December 17th, conveniently placed a little bit before Brawl's release. If he were confirmed, it'd be a great hit for both Nintendo and Capcom.

The number of Nintendo consoles and games he's shown up on are very high, and he's generally a very requested character. Capcom also likes to convert their characters into fighting games (i.e. Marvel vs. Capcom, Capcom vs. SNK, blah).

All factors are pointing towards his inclusion in this game.

Not to mention that Megaman is on the poll and that when Megaman's creator was asked about Megaman in Brawl he only replied with: "No comment"
