Ice Climbers are part of an obscure game. How on Earth are they important going by your criteria of popularity when they were WTF characters going into Melee?
Toad still appeared in the game and he was a highly requested character on the polls? I wonder why he wasn't made playable....
Because Nintendo doesn't need to waste as much money on Cloud while hoping hes worth the investment. With Mog they get FF representation, a series mascot, and a unique character in appearance and in fighting ability.
1. Cloud is not a gaming icon.
You forget that Ice Climbers is still first-party. Thus, he can afford to use them. Mog is third party. Popularity is of course a factor when it comes to third-party because, with that popularity, it will drive sales. Mog isn't popular, thus wouldn't drive sales, thus would be a waste of money... unlike Cloud.
You forgot that this is a video game where people can create a moveset. Look at Captain Falcon.

Then you must believe that Megaman isn't a gaming icon, Mario isn't, Sonic, Pikachu, Link, Fox, Samus, Paper Mario, Cell Shaded Link, James, Wario, Donkey Kong, Yoshi, and many others aren't gaming icons. Trust me, they're gaming icons. Ever seen the character battles on Game***s? Cloud was extremely popular on there.

Not necessarily, we don't know all the characters yet, who's to say there won't be a FE rep using a spear as they are one of the 3 main weapons of the series. Also, face it you're still whacking or poking something with a long pointy object.

Once again I don't support Cloud but still this is what deals are for (Mario Basketball anyone) plus Nintendo isn't exactly in any trouble financially.

Not exactly. Despite the fact that fanboys have driven Cloud to a new level of iconicness that he really should have, you can't claim that he's in the same league as all other FF protagonists. Being the best-selling FF series of them all, FF7 is as legendary to Square(Soft/Enix) as Ocarina of Time is to Nintendo. Final Fantasy 7 is easily the least forgetable of all the FF games...so much so that a movie squel was created as well as several spinoffs (regardless of if they centered around Cloud or not).

Regardless, Ice Climbers are an invalid argument anyway. They're not 3rd party. If Sakurai wants to throw in insignificant 1st party characters just to make the game more interesting, then he has a lot more freedom to do so. 3rd party characters are far different. If he tries to take the same liberties with 3rd parties as he can do with first parties then he'll be bankrupt before the day is done.

Dancing Mad would be the ULTIMATE Brawl tune imo. I think Sakurai should really try to get that theme from SE.

If he does that enough then yes, but Brawl is sure to do so well in the market, I'm certain he would have to buy rights to 10 or 20 Ice Climber type characters before going bankrupt. I think he would be willing to take the risk for the sake of having an SE rep, but I could be wrong.
