Smash Wii U The lowest fall speed achievable without hacking

I'v created the character with the lowest fall speed, Mr. Game and Watch.
I have a custom equipment called "thistle jump" witch lowers fall speed by .6x
Two of these combined with Mr. GaW will result in a 0.4464 falling speed.
Yes, low gravity can result in even lower fall speeds, but I have yet to see a article with how much low gravity reduces.
So... dose anyone know how much low gravity lowers?

Actually, Jigglypuff can have the lowest possible falling speed, as it falls the slowest. With three pieces of Thistle Jump equipment, Jigglypuff's falling speed would drop down to 0.392.

As for gravity, a single piece of Thistle Jump equipment multiplies your fighter's gravity 0.95x; three Thistle Jump equipment multiplies your fighter's gravity 0.9x. Lower gravity basically enables your fighter to jump higher.

It could be done but, I can't achieve that.
and besides the second thistle jump was a Game and Watch specific.
