Hey to the competitive community! As you can see in the title "The Global Brawl Series" that this series of tournaments will be hosted on other forums as well. The forums taking place are: Brawl Domain, Smash Boards, Neoseeker, Brawl Friend Codes, and AllisBrawl. This series of tourneys will help strengthen the brawl community by uniting everyone for this short period of time.
In latest tourneys I've been watching, is that everyone is almost divided. I'd like to present this series not just for the brawl, but for the community the most. Having these series of brawl tournaments hopefully create rivalries and friendships along the way. This is the first of the series! Trela tried the same thing with TOMB and unfortunately he quit online. So I'd like to continue his idea. Frankly his idea was genius in my opinion. Rule information below:
General Rules:
* 3 stock.
* 8 minutes.
* Items are turned to off and none.
* All sets with the exception of winner's finals, loser's finals, and the championship are best of 3 matches (best of 5 and above should be played out for any "finals" matches)
* If the Timer runs out, the winner of the Game will be determined by the following criteria in this order: Stock and Percentage. If Stock is used to determine a winner, the highest number will win. If Percentage is used to determine a winner, the lowest number will win.
* Resolving Ties: If percents are the same or both players die simultaneously, there will be a 1 stock, 3 minute, same characters, same stage rematch.
* You are responsible for your own controller and name tag. Any malfunctions or errors that occur are your responsibility, so bring an extra controller if possible and always check to make sure you're using the correct settings BEFORE a match is played. If a match is to be restarted due to controller functions, it must be agreed upon by both parties.
* Any action which prevents the game from continuing (i.e. by causing the game to crash or causing all characters to freeze indefinitely) is banned. If the Tournament Organizer or a judge can conclusively determine the player responsible for the failure, that player loses the interrupted game. Players are expected to know their characters and prevent this from happening.
* Desync Problem: Due so many people use Textures Hacks for Stages and/or Characters, If the game desync in the middle of the match due a texture or model texture BOTH players should remove the SD cards from the Wii. If the problem continues the TO should make a decision to declare a winner.
Gameplay Rules:
*No use of Marth’s Grab Release Infinites against Ness.
*No use of King Dedede’s Standing Grab Infinites against Bowser, Donkey Kong, Luigi, Samus, and Mario.
* Meta Knight's Infinite Dimensional Cape Glitch is banned.
* If a game ends with Ganondorf/Bowser/Kirby/King Dedede/Other using a 'cide move and it ends in sudden death, the sudden death will be ignored and that game will count as a win for Ganondorf/Bowser/Kirby/King Dedede/Other.
* Stalling is banned.
Stalling: The act of deliberately avoiding any and all conflict so that one may make the game unplayable. Running away from an opponent to reach a better position is not stalling, while using an infinite to run out the timer rather than to score a KO is. As such, any infinite chain-grabs, locks, etc. cannot exceed 300%. Or using Sonic's Neutral B repeatedly underneath the stage is.
*Any sign of cheating may result in a Forfeit of the Game, disqualification from the Event (Proof is needed)
*No player must grab the ledge more than 40 times in a game. If, and only if, the timer runs out and either player has exceeded the total ledge grabs, they lose the game, regardless of stocks and percents. If both players exceed the ledge-grab limit, then the usual time-out rules will apply.
Set format (In Order of Procedure):
1. Opponents make their character select screen choices for the first match. *
2. Opponents start the stage striking procedure.
* 5 Stages: 1-2-1
3. Each player may announce one or two stage(s) to be banned for counterpicks of the set.
4. The first game is played, using the stage chosen during step 2.
5. The loser of the previous match announces the next match's stage from either the Starter Stage List or the Counter Stage List. **
6. The winner of the previous match announces their character.
7. The loser of the previous match announces their character.
8. Repeat steps 5-7 for all proceeding matches.
*Double blind character selection may be called for the first match. Also, the choices made here include the character's color and whether the player will start as Samus or Zero Suit Samus, as Zelda or Sheik, or as a particular Pokemon for Pokemon Trainer.
**No player may choose a stage they have already won on in that set unless agreed upon by both players. (Dave's Stupid Rule)
***If agreed on by both players, the two may play on a banned stage. That means if you didn’t know a stage was banned and you played on it, it still counts.
Stages:
Stages are divided up into neutral, counter-pick, and banned. Neutral stages are the only stages that are used in the first game of a match. After that, the loser may pick any stage, neutral or counter-pick, that is not banned. "Counter-Pick/Banned" category are left to the tournament organizers to determine their actual placement in any specific tournament.

* Players may opt not to use their personal ban.
Blk’s Activity Ruleset
1. Players responsibility to check the tournament thread and set up a match time with their opponent in a round (thought it needed to be highlighted)
2. Players should contact each other through private messages or thread posts
3. If your opponent doesn't respond to you within 48 hours of the round starting or doesn't show up at the agreed time, pm the TO (tourney organizer) with a proof of scheduled match (print screen on chat or print screen on/refer to pms).
4. Players not responding after 36 hours of the agreed time or at the round deadline are subject to be replaced or DQ'd
5. If no scheduled time is present, players are expected to play at the deadline (deadlines should be between 8-10 pm EST)
6. If the deadline passed and both players haven't responded, they should be DQ and a back-up player(s) or lucky loser (someone who has played and lost) will move on in the bracket. (I don't really believe on awarding inactive players by advancing them through a coin flip or draw)
7. Pms will be sent to all back-up players when needed. The players that responded first should be the replacement
For Host Your Tournament a good option to run it is using Tio Tournament Organizer.

All the information is at the top. Sign-ups will end in about a month. Remember to read the rules before signing up! We don't want any inactive people screwing up the whole series. Not to be rude or anything, but when your inactive you do screw it up for some other players. I do understand everyone has a life outside of Brawl but still try to be active! It's time to get this series out into the world!
