Pretty sure it's for the character rankings thread. Makes it easier to find out who wins, who uses who, etc. I just don't like doing it because I use so many(see my report on me vs Shadowfirex) characters, and it's bleh to post it all.

It's a progressive-style tourney, so once it starts, there's a time period before the 1st round matches are due, then it gets extended once round 2 starts, etc., etc.
