Uninformed, perhaps. Brawl's mid - low tiers are among the most balanced in the franchise. Brawl Samus has a much better chance against someone like Wario than Sm4sh Kirby has against Lucina or Melee Mewtwo vs Doc. Yes, Brawl's S-B Tiers (barring Wario) are among the most broken and overpowered characters in the game, but overall, Brawl's balance is by far the most consistent (among relevant titles) in the franchise. If you were to have a C =< Meta for each of these games, Brawl would undoubtedly be the most balanced game of the three.
