I'm confused why Cloud can do this for any of his ground attacks when the characters you mentioned before can only do this with up smashes.

This is common knowledge. It's a well enough known strategy for Lucario to cancel the Aura Sphere charge into USmash. You can also simply jump out of shield to perform specials or aerials.

Cloud can also cancel Limit Charge nearly laglessly by pressing down-B.

Hmm, I didn't know that it was common knowledge, but for Cloud its alittle faster to do A and Shield

Yes, it is common knowledge to have access to shield, and therefore, any OOS option.
