They ran off, UpB'd, & tapped down following a doublejump.
You can tap downward on a joystick to make Ivysaur release from Vine Whip before fully slinging downward to ledge.

Thanks for answering! it looks cool, but other than mind games is it actually a viable strat?

It's definitely an intimidation tactic.

If you saw a Ivy do run-off aerials, or advancing run-offs to retreating jump-away's, then it's standard-looking after awhile. But the moment you watch a Ivy from that far-out do an Up Special tech which makes it "look" scary/wack, then you're bound to think about it differently than you've ever had to before. The idea behind it is to psyche someone out & force resources or options they decide to use in response to the tactic.

If you do nothing, it's probably because you no longer have any resources to burn & are contesting it in ways only the character can do at a limited position while recovering.
