Sheik's foot sticks out of bair and dair

It looks like you can beat these aerials by clipping the tip of her foot from below with a rising fair:



but not with an up-air, because it hits from the left:


Is this accurate? Does rising fair beat Sheik's bair?

Pretty much. Pikachu's Fair is actually quite disjointed and many back airs are actually not, the main exceptions being Jigglypuff, Marth (obviously) and to a much lesser extent Falcon. Fox, Falco, Peach and Sheik bairs can be beaten with any fairly disjointed move, which Pikachu actually has a lot of.

You can use a Uair to beat those moves too, you just need to SHFFL it at the right distance so you get to them as the hitbox is infront of you. It's precise but will beat many moves if you time it right.

Upair if timed correctly will beat literally any move in the game if timed correctly, except puff bair and ganons fair, which it will usually trade with

While I know this isn't what you mean at all, there is no circumstance it will beat a fully charged charge shot :p
