Samus chain??

When I watched a lot of smash videos with smaus in them, I noticed how her chain would sometimes turn a different color and move around and would grab other characters a while after it was cast. I was wondering, how do you do this, or can you?

basically its the extended grapple...im not aware of it changing colors and im not too convinced of its practicality but there you go...

I read around about the "extender" and I still can't do it, even though I press up, down, up and then z again.. I tried this over and over and it still doesn't work.. And the super extender seems to me to be very useful from how I've seen it used.
