I think when he said "cute" for ganondorf he was just being sarcastic since he used it for jiggly also...

And why cant there be 5 pokemon reps? Its one of nintendo's best selling franchises

mewtwo and lucario can both be in at once, they arnt competeing for a spot.

if anything jiggs and lucario are competeing for a spot.
mewtwo is the sort of "antagonist" to the pokemon series in a way.
while jiggs was only popular due to the show.
now that jiggs is no longer in the show(and smaller fanbase) jiggs chances arnt what they used to be(dont forget ness basicaly got the axe so the hole original 12 doesnt apply any more) and lucario got his popularity from the show. so I am thinking if anyone is replaced by the blue steel/fighting type it will be jiggs.
personally though, I think we will get:

Pikachu
jiggs
mewtwo
and MAYBE lucario.
